FAQ – Storage and collection containers and tanks for non-flammable substances (AIII)

Approval / inspection

  • May containers and tanks be installed without approval?

May containers and tanks be installed without approval?

According to TRbF20, storage of flammable liquids of hazard class AIII and of non-flammable substances does not require notice nor approval.

  • Do the containers and tanks require inspection?

Do the containers and tanks require inspection?

Required inspections are specified in national system regulations. For North Rhine-Westphalia in Germany: (other states on request)

Systems with a capacity of more than 1,000 l must be checked by a qualified professional prior to commissioning. Systems with a capacity of 10 m³ do not need inspection if they are installed by a qualified company with respective certification.

  • In which intervals must inspections be carried out?

In which intervals must inspections be carried out?

Systems below 10,000 litres capacity do not require repeated inspection (5 m³ in water protection areas). Systems with a capacity of more than 10 m³ (content of all containers) require inspection by a qualified professional in intervals of five years.

Local authorities may specify further requirements.

Installation

  • What must be taken into consideration for installation?

What must be taken into consideration for installation?

According to VAwS, systems have to prevent leakage of water-polluting substances. Systems have to be tight, stable and sufficiently resistant against mechanical, thermal and chemical loads to be expected.

Any leakage has to be identified quickly and reliable and leaking, water-polluting substances must be identified quickly and reliably and retained. Operating-related occurring drip losses must be collected.

The systems have to be installed on a suitably firm surface. As necessary, a collision buffer is to be provided.

  • Is a collection tray required?

    Is a collection tray required?

For double-walled containers, no collection trays are required. Otherwise, the following applies:

Mixtures potentially containing water-polluting substances leaking in case of damage have to be retained. The collection capacity of the storage space has to correspond to the maximum volume of the substances that may leak in case of malfunctions. For system with a capacity below 1 m³ for liquids of WGK1, no retention capacity is required.

Filling

  • Is an overfill safeguard required?

    Is an overfill safeguard required?

Storage containers may only be filled via a fixed pipeline connection with overfill safeguard. Rietberg collection containers with filling hopper may be intermittently filled with low volumes without overfill safeguard.

Operation / maintenance

  • What must be taken into consideration for operation?

What must be taken into consideration for operation?

As of a system capacity of more than 1 m³, the operator is required to prepare a system description with monitoring, servicing and alarm schemes for definition of operating instructions specifying all measures required for operation.

  • Which regular maintenance is required?

    Which regular maintenance is required?

Rietberg containers do not require maintenance. However, containers, tanks and equipment have to be regularly checked for potential damage. The system may only be operated in proper condition.

The leakage indicator and potential overfill safeguard require inspection according to the operating instructions.

FAQ – Storage and collection containers and tanks for flammable substances (AI)

Approval / inspection

  • May containers and tanks be installed without approval?

May containers and tanks be installed without approval?

According to TRbF20, storage of flammable liquids of hazard class AI or flammable substances of more than 450 l requires approval. According to operational safety regulations, installations for storage with a total capacity of more than 10,000 l require approval.

  • Which clearances to buildings must be observed?

Which clearances to buildings must be observed?

A minimum distance of 10 m to buildings must be observed if these are not sufficiently protected against fire (F90 according to DIN 4102).

In case of indoor installation, walls, ceilings and doors must consist of non-flammable materials. Between storage spaces and neighbouring rooms, fire-resistant (F90 according to DIN 4102) partitions are required. Ventilation has to permanently ensure at least 5-fold air exchange.
